How to shrink URLs when tweeting?

Is this at all related to the "Tweet It! shortens the URL" in twitter preferences? If so, how does it work?

   Hi Scott

   Thanks for your message. To shorten a URL, simply use the keyboard shortcut Cmd + J - or the Edit -> Shorten URL option - the 'TweetThis' option only shortens the URL if used within a plugin (such as RSS) that allows you to share media from other modules.

   It would be really nice to squeeze in a button for this down beside the Clear and Send buttons-- I had no idea you could do this, and often got frustrated at having to visit the http://bit.ly website manually to create shortened URLs!
