Refresh Tweets not to the top

I know this has come up before however sometimes I find sociliate jumps to the top when I open it and tweets arrive other times (which I prefer) it stays where I last left off looking ? any thoughts ?

   Fine however currently it seems inconsistant ? Sometimes it jumps to top sometimes it does not.
