It is not when exporting.
1) open RW
2) new project
3) select styled text
4) setup
5) type a non-asci web address
6) advanced
7) File link relative to web addr
8) OK
9) Preview
10) Forget about RW and go look for something standards compliant

Thanks for your message. Could you provide an example of the URL you're entering? We don't currently support UTF-8 URLs however we'll obviously look into this in a future update.

May I suggest that You make an error message that states "We don't currently support UTF-8 URLs", in stead of just saying "oh, yeah something is fucked, we know. But never mind"
